Summary: The purpose of this report is to provide an understanding of the development potential and the development problems of Bhutan as it begins the implementation of it's Sixth Five Year Plan (1987/88-1991/92). By way of introduction, Chapter 1 provides background information on the country and it's economy as well as a brief discussion on recent economic developments. Chapter 2 contains a somewhat more detailed review of developments in each of the main sectors through the Fifth Plan period which ended March 1987. Chapter 3 discusses the objectives of the Sixth Plan, overall and sector by sector. Chapter 4 reviews a few long term issues of development in Bhutan, notably the need for careful management of Bhutan's scarce land resources and the problems related to adapting the country's institutions to the requirements of development. The chapter concludes with a discussion of the need for foreign aid and for improved foreign aid coordination.
