Summary: This book presents a panoramic view of the state of health insurance and health financing in Francophone Africa. For the most part health insurance in the region currently covers 1 -3 percent of the population and is typically limited to civil servants and workers in the formal sector. Although some countries have adopted a policy to provide universal health insurance for their populations (e.g., Cote d'Ivoire and Gabon), progress has remained slow not only because of costs but also because the technical qualifications needed to set up sustainable insurance schemes are lacking. The readings contained here debate different perspectives about using insurance to expand coverage in the Francophone African context.
