Summary: Despite considerable efforts which have been undertaken, Madagascar's primary education is facing major management problems which severely limit the chances of success of ongoing reforms and outcomes. The initiative, Improving Education Management in Madagascar (AGEMAD), attempts to address these issues. Before generalizing about this management system of the whole sector, the Ministry of Education wanted to assess the impact of implementing the initiative AGEMAD on the behavior of actors (teachers, principals, administrators, etc.) and student performance. To accomplish this, a large-scale experiment was designed and implemented. It monitored arrangements to assess the impact of different types of interventions that were developed. The results show that by the adoption of direct measures at schools and with different levels of the administrative structure that the program has the best chance of success. Such interventions help to improve quite significantly the management of the educational process, reduce student absenteeism and frequency of repetition. Indeed if it was based on the individual initiatives of system administrators it would in all likelihood, be doomed to failure. To have any chance of early success generalization of intervention with different players should take advantage of the many lessons from the implementation and execution of experiments.
