Summary: This book provides introductory information to assessing the learning outcomes of education systems. It considers the role of indicators in this process, in particular, their nature, choice, and use. A number of approaches to assessing learning outcomes in selected industrial countries (the United States and the United Kingdom) and in representative developing countries (Chile, Colombia, Mauritius, Namibia, and Thailand) are described. Systems of comparative international assessment are also reviewed, and the arguments for and against the participation of developing countries in such assessments are examined. The authors determine that public examination results do not equate with the information obtained in national assessment systems that are specifically designed to provide data on learning outcomes for an education system. The final chapters describe the various stages of a national assessment and present a case study containing numerous examples of poor practice in the conduct of national assessments.
