Summary: The text of this document was drawn from an address by Ismail Serageldin to the Eighth World Congress on Water Resources of the International Water Resources Association in Cairo, Egypt, on November 22, 1994. An examination of current conservation and sanitation policies and their failures follow. The author offers new approaches and conclusions on the present situation.
