Tamar Manuelyan Atinc

World Development Report 2006: Equity and Development
Tamar Manuelyan Atinc, a Turkish national, has been working at the World Bank since 1984.

She is currently acting Sector Director for Human Development in the East Asia and Pacific Region.  Her recent work has focused on poverty, inequality, labor markets and social protection issues, especially during financial crises, in the East Asia and Pacific Region. With twenty years of experience as a Bank economist and development practitioner, she has held various positions in the institution:

  • Sector Manager and Lead Specialist in the Poverty Reduction and Economic Management unit of the East Asia and Pacific Region. In this position, she had oversight over the Region's analytical work on poverty, was lead advisor for PRSPs and lead economist for Mongolia. She prepared and contributed to reports on trade and poverty, the social impact of the East Asian financial crisis, various poverty assessments and led the preparation of the poverty reduction support credit for Mongolia.
  • Senior Economist for China. She prepared and contributed to reports on inequality, labor market adjustment, public investment, tax reform, fiscal adjustment and overall economic development in China.
  • Resident Economist in Cameroon and economist for Guinea. She co-led the dialogue on economic issues and the structural adjustment program and prepared reports on tax reform, public invesment and overall macroeconomic development.

Prior to joining the Bank, Tamar worked as an Economic Affairs Office in the Development Division of GATT and in UNCTAD on trade in manufactures and services. She has a BA in Government form Harvard University and a Master's in Public Policy from the Kennedy School of Government.
