Director, 2014 World Development Report, the world bank

Norman Loayza is director of the WDR 2014, Managing Risk for Development.  Previously he was lead economist in the Development Economics Research Group at the World Bank.  A Peruvian national, he holds a Ph.D. in economics from Harvard University. His research has dealt with various areas of economic and social development, including economic growth, private and public saving, financial deepening, macroeconomic and microeconomic volatility and crisis, natural disasters, and crime and violence. He has edited 8 books and published about 40 papers in books and professional journals.

Deputy Director, 2014 World Development Report, The World Bank

Inci Otker-Robe is deputy director of the WDR 2014 and the Chief Technical Specialist in Finance for Development in the Financial and Private Sector Development Network. A Turkish national, she holds a Ph.D. in Economics from Carnegie Mellon University. Before joining the Bank, she was Advisor and Chief of the Financial Sector Analysis Division at Monetary and Capital Markets Department of the IMF. She conducted policy and operational work on emerging market countries in Europe, Asia, and Middle East, and published papers on financial stability and regulation, systemically important financial institutions, financial contagion, credit growth, deleveraging, capital controls, monetary and exchange rate regimes, and currency and financial crises. She co-edited books on rapid credit growth and financial crises and reforms.

Rasmus Heltberg is a Senior Social Development Specialist with the World Bank and a member of the core team for the World Development Report 2014 on Managing Risk for Development. Trained as a development economist, Rasmus has written extensively on poverty, vulnerability, social policy, natural resource management, and adaptation to climate change. He recently co-edited the book ‘Living through Crises: How the Food, Fuel, and Financial Shocks Affect the Poor’ (World Bank Frontiers of Social Development 2012). He also helped design a game that explains how social protection can promote adaptation to climate change in Africa. Before joining the World Bank in 2002, he was Associate Professor of Development Economics at the University of Copenhagen in Denmark.

Ana Maria OviedoAna Maria Oviedo

Core team, 2014 World Development Report, The World Bank

Ana Maria Oviedo is an economist with expertise in labor markets, social protection, investment climate, and productivity analysis. She has done research and policy dialogue on skills and employability in Latin America, where most of her work has focused on policies to improve the income generation potential of the poor. She has also contributed to various efforts to document the extent and quality of social protection programs across the region, especially in terms of their ability to respond to crises. In addition, she has worked extensively on research and policy dialogue on investment climate issues in Africa, Latin America, and Central Asia. She holds a Ph.D. in Economics from the University of Maryland.

Core team, 2014 World Development Report, The World Bank

Xubei Luo is a Senior Economist at the World Bank. Her research interests include growth, investment climate, poverty and inequality, labor market, and trade facilitation. Prior to assuming her current assignment in the World Development Report team, she has worked in research, operation, and evaluation departments at the World Bank, and conducted analytical and advisory work on countries in East Asia and Europe. She has coauthored a book “Multilateral Banks and the Development Process” and published about 30 articles. She holds a Ph. D. in Economics from the International Development Research Center (CERDI), University of Auvergne, France.

Martin MeleckyMartin Melecky

Martin Melecky is Senior Financial Economist with the World Bank. Recently, he has led development policy operations, and investment and technical assistance projects in Montenegro and Moldova. His country experience with the World Bank also covers Albania, Armenia, Bulgaria, Egypt, Macedonia, Romania, Russia, and Turkey. In his research, he focuses on financial stability and prudential supervision, applied macroeconomic modeling and monetary policy, public debt management and fiscal policy, and currency substitution and exchange rate dynamics. A Czech national, he received a PhD in Economics from the University of New South Wales, Australia. He co-authored one book and published more than 20 papers in professional journals. Stéphane HallegatteStéphane Hallegatte

Core team, 2014 World Development Report, The World Bank

Stéphane Hallegatte is senior economist with the World Bank. His work includes macroeconomic dynamics and green growth strategies, urban economics and environmental policies, climate change vulnerability and adaptation, and disaster risk management. He is author of dozens of articles, is lead author of the IPCC, and co-led the World Bank report “Inclusive Green Growth.” He holds a Ph.D. in economics from the Ecole des Hautes Etudes en Sciences Sociales in Paris.

César CalderónCésar Calderón

Core team, 2014 World Development Report, The World Bank

César Calderónis a Senior Economist at the Chief Economist Office of the Finance and Private Sector Development network (FPDCE) at the World Bank.  He holds and M.A. and a Ph.D. in Economics from the University of Rochester. Before joining the Bank, he was a Senior Economist at the Research Department of the Central Bank of Chile.  He has worked on issues of growth and development—especially, the impact of infrastructure development and outward-oriented strategies. He is currently working on issues of dynamics of capital flows and their link to credit booms and busts, and the role of the State in financial markets.

Research Analyst, 2014 World Development Report, The World Bank

Rui Han is a Research Analyst with the 2014 World Development Report. Before joining the WDR team, Rui worked as a research analyst with the Director’s Office of Financial Systems Practice on research projects for financial institutions and global financial markets. Prior to joining the World Bank, she interned at Overseas Private Investment Corporation (Washington, DC) providing financial and credit risk analysis in loan origination for impact investment projects targeting emerging markets on education, microfinance, and SME financing. She holds an M.S. in Finance from American University (USA) and a B.A. in Organizational Studies and Financial Economics from University of Western Ontario (Canada).

Research Analyst, 2014 World Development Report, The World Bank

Anca Maria Podpiera is a Research Analyst in the WDR team. Previously, she was a consultant with the Financial and Private Sector Development, Europe and Central Asia working on institutional structures of financial sector supervision, macroprudential stress-testing practices, and financial consumer protection. Prior to joining the Bank, Anca worked for the Czech National Bank, where she produced research on monetary policy transmission mechanism, competition, and efficiency of the banking sector. She holds a PhD in Economics from the Center for Economic Research and Graduate Education, Prague.

Research Analyst, 2014 World Development Report, The World Bank

Tomoko Wada is a Research Analyst with the 2014 World Development Report. Before joining the WDR team, she was a consultant in Macroeconomics and Growth Unit in the World Bank’s Development Research Group working on various issues such as economic growth, infrastructure, natural disasters, and informal labor. Previously, Tomoko worked in an NGO on issues including sustainable development and human security, and interned at the United Nations Mine Action Service working for landmine-related projects. Tomoko holds a M.A. in Economics from New York University and a B.A. in Liberal Arts from Soka University of America in California.

Faiyaz TalukdarFaiyaz Talukdar

Research Analyst, 2014 World Development Report, The World Bank

Faiyaz Talukdar is a Research Analyst for the World Development Report on Risk Management. He is currently a Ph.D. candidate in Economics at Georgetown University where his graduate research entails micro-econometric analysis of policy interventions on water and education in chronic low income settings. He also holds a dual Bachelor’s degree in Economics and Mathematics from Brandeis University. His previous stints at the World Bank include working for the 2013 WDR on Jobs as well as helping construct the International Income Distribution Database. Other endeavors outside of the World Bank include teaching undergraduate level statistics at Georgetown University and summer internships at Grameen Bangladesh.

Harry MorozHarry Moroz

Research Analyst, 2014 World Development Report, The World Bank

Harry Moroz is a research assistant working on issues related to risk and the household for the WDR2014. Prior to joining the WDR team, he worked as a Mayoral Fellow for Chicago Mayor Rahm Emmanuel and as an urban policy researcher. He has a Master of Public Policy from the University of Chicago.

Kanako Goulding HottaKanako Goulding Hotta

Research Analyst, 2014 World Development Report, The World Bank

Kanako Goulding Hotta is a Research Analyst for the WDR 2014 and a PhD student in Economics at the University of California, San Diego. Prior to graduate school, she was a member of an NGO supporting the provision of safe water to remote communities in South Asia, and worked as an English/Japanese bilingual instructor at a private school in California. Kanako holds an M.A. in Economics from UC San Diego and Bachelor's degrees in Applied Mathematics and Economics from UC Berkeley.

Research Analyst, 2014 World Development Report, The World Bank

Kyla Wethli is a Research Analyst for the 2014 World Development Report. Before joining the WDR team, she was an economic attaché to the British Embassy in Washington, DC. Prior to that, she worked as an economic assistant at Her Majesty’s Treasury in London, focusing on global economic developments. Kyla has a BSc in Government and Economics and an MSc in Economics from the London School of Economics and Political Science.

Sébastien Boreux is a Research Analyst for the World Development Report 2014. Prior to joining the team, he interned in different financial institutions both in France and in the US. He holds a M.S. in Finance from American University in DC, a Master in Mathematics Applied to Economics and Finance from University Paris 1 Panthéon-Sorbonne and he is candidate for the Chartered Financial Analyst (CFA) level 2.

Sonia Joseph is the Resource Management Assistant handling budgets for the World Development Reports, along with the Budget Officer. She has been with the WDR unit for 5 years. Prior to joining the WDR team in HQ she worked in the Bank’s New Delhi country office.

Brónagh Murphy has been the Senior Program Assistant for the office of World Development Report since 2009.  She coordinates and provides technical and logistical support in the planning, production, and launch of the Report.  Brónagh has also worked in the World Bank Institute, the Quality Assurance Group, and the Bank's Africa Region.

Mihaela Stangu is a Team Assistant with the office of World Development Report at the World Bank, providing logistical and technical support from planning to production stages. She is the Transaction Processor for the unit handling consultant contracts and processing payments in SAP in addition to providing administrative support to the team. She has been with the Bank for 4 years.

Jason Victor is a Program Assistant with the office of World Development Report at the World Bank. He provides technical and logistical support in the planning, production, and launch of the Report. Jason has been with the Bank for 12 years and has worked on 9 previous WDRs. He holds a Bachelor's degree in Computer Engineering.
