Aid-for-Trade & Capacity-Building Effectiveness

Aid for trade is officially defined as comprising all aid that involves trade policy and regulations, trade development, economic infrastructure, building productive capacity and trade-related adjustment.  There is currently a vast amount of aid-for-trade that is being supplied to developing countries by donors and multilateral institutions.  Between 2002 and 2005, total aid-for-trade commitments from bilateral and multilateral donors rose by 22 percent in real terms, from USD 17.8 billion to USD 21.7 billion.  In light of this huge outpouring of assistance, the question as to how aid-for-trade and capacity-building programs help to improve the trading performance of developing countries has gained newfound prominence.

Upcoming research will focus on identification of elements of successful aid-for-trade interventions. In particular, analysis will “un-bundle” aid-for-trade and will focus on particular aspects of more general programs. Another important aspect of this work will relate to aid with capacity-building objectives, in particular with respect to WTO participation and the Agreement on Trade Facilitation that is currently under negotiation as part of the Doha Round.
