These working papers are designed to promptly disseminate the preliminary findings of work in progress, in order to receive comments before they are finalized. The views expressed are the authors’ alone and not necessarily those of the World Bank and its Executive Directors, nor the countries they represent, nor of the institutions (most notably Dutch and British Trust Funds) that are helping to finance this research project.
