International trade and investment in services are dynamic drivers of the globalization process. Liberalization of services trade and investment policies is being promoted by international agreements, such as the WTO's General Agreement on Trade in Services (GATS). Nonetheless, our understanding of trade in services is still limited. This is to a large extent due to the imperfect availability of data on international transactions in services and the difficulties of quantifying barriers to trade and investment in services. Researchers at the World Bank and elsewhere have over the past years devoted significant efforts to overcoming these limitations.
