Annual Bank Conference on Land Policy and Administration
April 26-27,2010, Washington, DC.

The conference focused on land governance to strengthen women’s land rights, facilitate land-related investment, transfer land to better uses, use it as collateral, and allow effective decentralization through collection of property taxes. The challenges posed by recent global developments, especially urbanization, increased and more volatile food prices, and climate change have raised the profile of land and the need for countries to have appropriate land policies. However, efforts to improve country-level land governance must overcome technical complexities, institutional fragmentation, vested interests, and lack of a shared vision on how to move toward good land governance and measure progress in concrete settings.

Data

Agricultural Capital Revisited – New
Database constructed from the fixed-capital series based on national account investment data, using a modification of the perpetual inventory method. The method requires integration of the investment data to obtain capital stocks. For livestock the initial data are the number of animals. From this the values of the individual herds and then aggregate these values are calculated to obtain the total for the full stock of animals. For tree stock the estimated present value of future income is derived from the area planted in orchards.
