

These two maps clearly show how poor regions may be ranked very differently depending on
whether poverty rates or poverty counts are used. Many of the poorest regions as defined by
the proportion of the population living below the poverty line are, in fact, sparsely populated.
The number of poor in these regions is therefore quite low. Conversely, the largest overall
number of poor people often live in areas where poverty rates are relatively low, such as
Java/Indonesia or parts of eastern China.
