Emissions Trading with Offset Markets and Free Quota Allocations
This paper shows that updating emission rights in a cap-and-trade system for carbon emission control, given a single quota price, leads to inefficiencies, either non-existence of a (CDM-type) offset market, or too low abatement in the primary carbon market.
