The Report was prepared by the Development Prospects Group in the World Bank, drawing on resources throughout the Development Economics Vice Presidency and the World Ban’s Operational regions. Richard Newfarmer was the lead author and manager of the report, under the direction of Uri Dadush. The Report was prepared under the general guidance of the former Chief Economist and Senior Vice President, Nicholas Stern. Core team members and chapter authors were: Richard Newfarmer is Economic Advisor to the International Trade Department and the Development Prospects Group, where he was lead author of the recent Bank report, Global Economic Prospects 2005: Trade, Regionalism and Development. He has been with the Bank since 1983, as Lead Economist in the Chief Economist’s Office for East Asia and for the China and Mongolia Department, as Chief of the Industry and Energy Division in the China Department, and as Principal Economist for Argentina. Before joining the Bank, Richard Newfarmer was a Senior Fellow at the Overseas Development Council, and was on the Economics faculty at the University of Notre Dame. He holds a PhD and two M.A.s from the University of Wisconsin, and a B.A. from the University of California at Santa Cruz (Highest Honors). He is also serving on the Advisory Group for the Third North American Symposium on Assessing the Environmental Effects of Trade for the Commission on Environment Cooperation for NAFTA, on the Advisory Board on Trade for the Center for Global Development, and has served on the Executive Council of the Latin American Studies Association. 
Carsten Fink is an Economist in the Trade Team of the Development Research Group. His current work program focuses on assessing the economic implications of liberalizing trade in services and identifying good services trade policy. He also conducts research on the effects intellectual property protection, in particular for access to medicines in developing countries. Previously, he has done World Bank operational work in the area of telecommunications reform. Mr. Fink holds a PhD degree in Economics from the University of Heidelberg and a Master of Science Degree in Economics from the University of Oregon, Eugene, OR, USA. Aaditya Mattoo is with the International Trade group of the Development Research Group. He specializes in trade policy analysis, international trade in services, the operation of the WTO, and is helping enhance policy-making and negotiating capacity in developing countries. Prior to joining the Bank in 1999, he was Economic Counselor in the Trade in Services Division, World Trade Organization (WTO), Geneva, and also served as Economic Affairs Officer in the Economic Research and Analysis and the Trade Policy Review Divisions of the WTO. He has lectured in economics at the University of Sussex and was lector at Churchill College, Cambridge University. Hans Timmer is Lead Economist and Manager of the Global Trends Team in the Development Prospects Group. Before joining the Bank in May 2000, he was head of international economic analysis at the Central Planning Bureau (CPB) for ten years. He has had vast experience working with the European Commission, IPCC and the OECD, as well as with the Indian Planning Commission and the Chinese Academy of Social Sciences; and has participated in international modeling groups such as LINK and GTAP. Hans Timmer studied Econometrics at Erasmus University, Rotterdam and has been a researcher at the University of Lodz in Poland and at the Netherlands Economic Institute. Dominique van der Mensbrugghe is a Lead Economist for the Development Prospects Group. His main responsibilities include developing scenarios on long-term economic prospects for developing countries and undertaking detailed trade policy analysis. Before joining the World Bank, he worked for a decade at the OECD Development Centre. He holds a Ph.D. in Economics from the University of California, Berkeley and an undergraduate degree in mathematics from Louvain University in Belgium.
